of that now we have the best urban school district in california. our test scores have gone up every single year since i've been on the school board. and, in fact, last year was the first time we started closing the achievement gap, which is not the easiest thing to do for any school district. i can't tell you this right now because it's in bargain, but we know our test scores as a district and we're going to be showing when it comes out in a week or so that it's going to blow everybody's socks off in terms of where we have landed. and a lot of this is through the work of staff and the superintendent and for us to be focused on what we're doing we need to improve student achievement. now, why am i talking about education that much? mainly because i have a public record of eight years, a proven track record where i've worked with people and gotten results. so, this is the type of independent voice that i'm going to bring into district 7 as a supervisor. i will bring not only my leadership, my ability to build bristol-myers squibbvxes and build consensus, but i'm going to find -- you're going

in pretty much all major engagements as far as wild land fires in california, but if you look at a global disaster perspective where you have a hundred thousand victims like a tsunami or a large scale event, we have yet to experience that in this nation. i think the agreements we have here today and the relationships we develop today are going to be key to mitigate that. the other scenario that we are concerned with is a coordinated aerial incendiary attack by al qaeda. one of the things we've seen already in the european union is suspect of al qaeda starting fires in the eu if that happened in california in the right weather conditions, it would be disasterous and everybody in this room would likely be involved. but to go back, it's all -- for me it's all about relationships, it's all about communication and respecting each other's mission. we certainly appreciate our relationships with all 3 agencies up here. the last thing i would say with respect to technology, one of the things as a command and control tool that cal fire is experimenting with is a program that dhs science and tec

and as the president of the san francisco medical society at that time, we took on the fight here in california to bring to the california medical association and ultimately to the nation the san francisco model and how we were going to care for our people here in san francisco. there was not going to be discrimination. there was going to be full access to all care that our citizens and our residents needed here, whatever the problem was. and we were going to fight aids. i've been privileged over these last 20 some odd years to also being able to assist with the city's policies and regards to being a member of the health commission. and i am so proud that today we're seeing the culmination of research facilities that as mayor lee has pointed out will become part of our world class innovation for san francisco. so, coming from trying to serve individuals who had aids all the way to the final answer, as i heard dr. bookbinder tell us that the health commission was on the verge of what i hope was in this building we're going to be able to do, we from the health commission are extremely proud that

there was some vibration this morning. yes, part of it, we were doing the california shake-up drill with 9.3 million in the state of california, but i think there was vibrations. mayor mathews and mayor reed were jumping up and down because i told them we were putting together something that would not only be a great way to work together but something they have also been personally wishing could happen and be led by the city. so today we are of course unveiling our promotional launch but getting here has been something on my mind. it's been one of those very solid topic that jen and i spent good time together. my office, where i call it inappropriately the man cave, but it is a place where i think we have had a chance to talk about the honest going relationship that the niners, the oldest professional sports franchise in the state of california, that's still here in the state of california. it is wonderful to have this opportunity. we have other ideas we can't talk about yet because they are not matured but this came to us fast. it was an opportunity we have rarely. but to be able to be in

head-start to home cooked. in dim several initiatives on a california appellate may come down to undecided voters. tonight kron4's dan kerman looks at the latest poll on proposition 34. if passed, it would repeal the death penalty. california's death row could assume mission its doors for good. the new field poll shows a majority of californians favor proposition 34. which would repeal the death penalty 45 percent say they would vote yes 38 percent oppose the measure and 70 percent remained undecided. that's a significant increase in support from the pull of taken in september. when " yes " the voters' trust " no " voters 45-42%. field director mark di camillo suspect it is unusual to see such a reversal and it changing attitudes about what would cost the state less money. >> a large majority would think that it would be easier to put them into prison for life but now the opinions have changed, dramatically. with this modification of this poll if the lawyers think it is more expensive to do the death penalty when it is being implemented. with all of these appeals and backlogs

in the state, does that present any kind of issue for the emergency response? >> so the state of california has the disaster health volunteer system. and you can sign up on there and they will look at the credentials within 24 hours and say if -- that's the extent, though, they don't do any background checks. so the locals have to kind of develop their own policies and again that is something we're working on. we have a lot of great doctors and nurses in san francisco and knowing they would be willing to respond in case of a disaster is important. capturing that information on dhv and know they would be able to go to other facilities if need be is one of our big to do items. >> each hospital is also required to have a whole plan for credentialing volunteer medical professionals, both those who are licensed independent practitioners and those who have either certifications or other non-licensed kind of health care practitioners and a whole way to integrate them into their response if necessary. it's part of the joint commission standards for hospitals in planning for emergency response as

in the state of california. i'm licensed on east coast in new hampshire and vermont, but i can come to fillmore house to study for the california bar examination. i have not gotten my results back. so i will tell you if it's good luck or not. what i have found since i have been there, it's a loverly place to live and it's a place i would like to continue to live n part because there are other professionals who live there. when i hear the comments about it being a hotel, i understand there has been some historic situations where that might have been the case, but that is certainly not the environment in the house. it does have professionals such as myself that do have work in the city. we have to go back and forth from marin and from the east bay. that i know in my situation, i also have a car, which is a point i want to address to you in a moment. to the extent the assumption it's transitory housing, that is slipper not my experience. i think it certainly going in alignment with the way that manufacture of us work as professionals in. i also work in a co-working space and environment. in term

with the rest of california. should san francisco experience another catastrophic earthquake and fire, visiting firefighters will not have easy access to available water. we need standardized fire hydrants. i would like to begin a discussion about a department of public safety. this is a combination of the police, fire and emergency services into one department. there could be a cost savings due to a reduction in department heads and fewer employees required. presently, this is in existence in the city of sunnyvale. park lawnses should include maintenance. currently they do not. unfortunately today when a park is finished, we watch it fall apart before our eyes. parks and medians should be planted with california natives to provide sustenance for local fauna. solar windows should be installed in every new building. older buildings should be retrofitted with solar windows to reduce the urban heat effect in san francisco. the top of new buildings could have green roofs which could delay ask reduce stormwater discharge into the bay as much as 40%. i know many of you have already made up your minds

with the california p.u.c. we need to make sure those services have a path to being acknowledged as legal and appropriate. we also need to make sure that we're creating enough spaces for our car sharing service providers. we're seeing in some parts of the city with the disappearance of gas stations and disappearance of surface parking lots with some of the most productive ways of providing car sharing spots that it's becoming harder and harder for car sharing companies to actually find spots. and i commend mta for its on-streetcar sharing program. i think that could be terrific. i think we have a ways to go before we can get there. i also have legislation pending to amend the planning code, take away right now the disincentive we have to apply the developers to put adequate car sharing spaces in their developments. we actually make it extremely hard, particularly for smaller development to put car sharing spaces in their buildings. this legislation we're sponsoring will address that problem. i make these remarks to get the broader context and supervisor cohen, thanks again for calling thi
